This manual addresses ground handling services which form an integral part of the aviation system and contribute directly to flight and aerodrome safety. The content of this manual provides guidance for all stakeholders involved in the ground handling of aircraft that might impact the safety of operations. This Manual has been revised to incorporate several process changes, clarify intent in numerous areas, and address a significant number of administrative changes in the agency structure and references. The following identifies the most significant changes in this Manual: • Defines Defense Readiness Reporting System process Airport Operations has the principal responsibility for enforcing safety rules associated with the operation of motorized ramp equipment, fueling or other requirements set forth within the Ramp Safety and Traffic Regulations Booklet. When Operations personnel (or police personnel) issues a citation, the following procedures will be followed: 1. Ground Operations involves all aspects of aircraft handling at the airport, as well as aircraft movement around the aerodrome except on active runways. Safety of ground operations includes prevention of collisions and jet efflux from large aircraft, correct loading of cargo and baggage, sufficient fuel of adequate quality, correct use of ground de-icing and anti-icing facilities. The following terms are defined as indicated in this section for the purpose of this Ground Vehicle Operation Training Manual. 1.3.1. Accident-a collision between one aircraft or vehicle and another aircraft, vehicle, person, or object that results in property damage, personal injury, or death. 1.3.2. Air Carrier Ramp-a ramp for air carriers. EXAMPLE 4-2: Employees are observed working at the unguarded edge of an open-sided floor 30 feet above the ground in apparent violation of §1926.501 (b) (1).
