For about 15 years, the URBACT programme has been the European Territorial Cooperation programme aiming to foster sustainable integrated urban development in cities across Europe. It is an instrument of the Cohesion Policy, co-financed by the European Regional Development Fund, the 28 Member States, Norway & Switzerland. URBACT's All project proposals are assessed against eligibility and quality assessment criteria (see chapters 3 and 4 of the Programme Manual). The decision on step 1 project applications will be taken by the Interreg NWE Monitoring Committee (MC), which is made up of representatives from both national and regional authorities within the NWE Member States. The Interreg NWE Programme involves Ireland, the United Kingdom, Belgium, Luxembourg, Switzerland, and parts of France, Germany and the Netherlands. It has an area of 845 000 km² and is home to Monitoring Committee. The Monitoring Committee (MC) is in charge of supervising the programme. Its overall task is to ensure the quality and effectiveness of the programme's implementation. The MC is also responsible for the assessment and selection of project applications. Each programme partner country is represented on the committee and The CIVITAS Initiative works to make sustainable and smart urban mobility a reality for all in Europe and beyond. The Interreg NWE low carbon programme has accepted a project idea that aims to develop low-carbon district heating. Fourteen partners are involved in the project, and investments in heating systems are being made in six locations.
